I understand and will readily admit that the guy probably should avoid mentioning the President's mother and abortion in the same sentence. However, I think that all of the hullabaloo over Representative Tiahart's comments is being blown out of proportion.
What Todd Tiahart (R-Ks) is saying (as far as I can tell) is that he feels that abortion is bad. If anyone was able to get an abortion at anytime via public funding, what great leaders and great thinkers would this country, and the world in general, be without? He uses Barack Obama and Clarence Thomas as examples because they came from similar backgrounds (low income, single mothers). In a strange way, Tiahart is giving a compliment to Justice Thomas and the President. He is essentially saying, 'The world would not be as great of a place without these two great men.'
Although, I think it's in bad taste to use anyone as an example when talking about abortion.

Todd Tiahart's Bad Choice Of Example
